For all of you non-Spanish speaking folks out there, essentially, this article is saying that China will allow those families whose children died, were seriously injured or incapacitated in the earthquake to apply for permission to have another child. Because of China’s strict on-child rule AND the importance of carrying on a family legacy, the government will allow families to try for another child. This only applies, however, to “legal” children (i.e. firstborn) who perished.
